Knox County school board member Patti Bounds remembers that when her children were growing up, at one point they lived just a quarter-mile from the school they attended.
The cul-de-sac effect: Places that are close but disconnected.
“My kids could certainly have walked and benefited from walking,” Bounds said. “But the road on which they would have walked was a blind hill with no shoulders.”
