After 13 years, two redevelopment proposals that failed to gain traction and 17 months of planning and negotiations, the City of Knoxville finally has a development agreement for the former State Supreme Court site at 719 Locust Street downtown.
The project will include a hotel, apartments, retail and at least one restaurant.
