City workers start site preparation on Broadway underneath the Interstate 40 overpass to provide a clean, safe daytime environment

The expanse beneath the Interstate 40 overpass on Broadway was empty late Monday afternoon except for a lone man standing near a handful of trash containers. On any other day in recent months, the area would be full of Knoxville’s homeless, and the adjacent sidewalk would be choked with people and their meager belongings.
The project is part of an effort that includes additional social workers and an inter-agency system to deliver services.
