The east side of Cedar Bluff Road is a mix of intense commercial and residential development, with voters who zig-zag over party lines.

Driving north on traffic-clogged Cedar Bluff Road from Interstate 40, all that’s visible to the east are hotels, restaurants, office buildings and strip malls. But beyond the bustling commercial corridor lie numerous apartment and condominium complexes, as well as the sprawling Crestwood Hills subdivision. The commercial areas are inside Knoxville’s city limits, but the residential areas, for the most part, are in unincorporated Knox County.
Last year the precinct voted Republican in local races, but Democratic in state and federal contests.
