Tyvi Small knows well what the chance to go to college can mean to a teenager from modest circumstances.
Filling a position that has been vacant since legislative controversies in 2016.
“You tell people you’re from Palm Beach County and they think, ‘Palm Beach County’ -- and I say, think the other side of the county,” said Small, who grew up in Pahokee, Fla., a small, majority black town on the shores of Lake Okeechobee. “It’s a rural community, farming, lots and lots of sugar cane.”
