The former deputy director of engineering for the City of Knoxville will be reinstated after a Civil Service Merit Board hearing officer ruled he still had “retreat rights” under the city’s employment rules.

Mayor Madeline Rogero’s administration will reinstate the position, eliminated in August as being superfluous, instead of triggering a chain reaction that would result in other employees being demoted and terminated. In the meantime, the administration plans to appeal the decision.
